How can you tell if someone is lying about not taking heroin anymore

I live in Australia, we have many good Rehabs around, but he wont go. I took him back a few days ago only to find this morning that 50 dollars had been taken from my purse and he hasn't come home or answered my phone calls. I'm sick of being treated like a fool, and mostly I'm angry at myself for letting him treat me as one! I have to kick him out for good this time and move on with my life. So over his addiction ruining my life and the kids life.
